Preheat oven to 350 degrees and line a baking sheet with parchment paper.
Add the peanut butter, honey, vanilla, water and ground flaxseed to a medium size bowl. With a large spoon, mix until fully combined. Add the flour, baking powder and salt and mix until fully combined.
Using a cookie scoop, place 14 balls on the prepared baking sheet. Grease a fork with cooking spray and flatten each ball making a crisscross pattern.
Place in oven for 12 minutes. Remove from oven and let cool.
